Touch Rugby

TEAM SPECIFICS
1. Team must consist of 6 players (minimum of 3 players and 3 reserves)
2. At any one time, a maximum of 3 players for the team attacking and maximum of 2 players for the other team defending.
3. At any point of time in the game, for each team, a minimum of one female player is required to be on the field.
4. In the event that all the female players in a team is injured, it would be an instant walkover (team with no girls would be disqualified)
5. Only registered team players are allowed to participate in the match.
6. Players may substitute each other at any time.**
7. Each reserve player should be by the sidelines and is only allowed into the field when the player has left the field.
8. The change should be made from the same sideline.
9. If a point is scored, the players are allowed to substitute at will, either from the try line or the sidelines.
10. Registration cost - $12/pax

RULES AND REGULATIONS
1. Player being touched must perform a roll ball at the spot where the touch was being effected.
2. Legs have to go over the ball.
3. A team would retain possession of the ball until four touches are being effected, or when they lose the ball to the opposing team due to an infringement of some sort.
4. The acting half is allowed to run with the ball. When the acting half gets touched, it is considered as one of the four touches. The acting half can score.
5. Scoring occurs when a player from the acting half touches the the ground with the ball on or across the defending team’s scoreline.
5. All players from the defending team must move back 3 meters from the attacking player performing the roll ball. If a touch is effected on the ball in flight, by a defending player, the attacking team must retain possession for the touch count to continue.
6. The attacking team will be awarded four touches again if the last touch that causes the ball to drop to the ground is by the defending team.
7. The defending team may move forward to effect a touch as soon as acting half picks the ball up.
8. The attacking team can recommence the game after a try regardless of whether the opposition team has 2 players on the court, as long as a tap of the ball is effected.

TAP PENALTIES
Tap penalties are awarded in the following cases:
- Obstruction
- Forward pass
- Player misconduct
- When the defending team is repeatedly offside when trying to make the touch
- Failing to perform rollball where the touch was effected
- When the attacking player passes the ball after an effective touch. (touch pass)

For all penalties, the defending team has to move back 5 metres from the mark.
If the defending team fails to move back 5 metres, the referee can award another 5 metres advantage.
The attacking team must tap the ball with the foot to start replay.

FOULS
Unsportsmanlike behaviour is subject to loss of possession, dismissal from the game or loss of 5 meters for the offending player’s team. Choice of penalties will be to the discretion of the referees.

This would include:
- Throwing the ball away at change of possession
- Fighting or using physical force in the game (Eg: pulling another player’s shirt on purpose)
- Back talking referees
- Swearing
- Continual breaches of rules.
- Forward pass
- Touch pass
- Offside breach

Referees decision of choice of penalties will be final.

GAME PLAY

• Preliminaries (Round Robin)
- Preliminaries would last for 7 minutes straight, with no break in between.
- There will be NO QUARTER FINALS, instead the top 2 from each group will proceed to the Semi Finals.
- Top 2 teams of each group would then play with the top 2 teams of the opposite group in the Semi finals.

• Semi Finals (Knock Out Round)
- There would be two halves for the semi finals, each halve being 7 minutes. There will be a 2 mins break in between.
- The winner of each match would progress to the finals.
- The winner of the game is the team that scores the most points within the time limit.

• Finals
- There would be two halves for the finals, each halve being 7 minutes. There will be a 2 minutes break in between.
- Winner of semi finals would play against each other for 1st and 2nd placing.
- Runner ups if semi finals would play against each other for 3rd and 4th placing.
- The winner of the game is the team that scores the most points within the time limit
- In the event of a draw in the Semi Finals and Finals, the GOLDEN GOAL rule applies.

GOLDEN GOAL
- This would mean that after the original match time limit, each team is allowed to attack and defend once.
- The captains would use a coin toss to decide which team attacks first.
- After one team attacks, they would have to defend.
- This would mean that one play has occurred.

The team that manages to score and prevent the other team from scoring during that one play will win the match. One play constitutes 4 touches. In the event that both teams fail to score, the match would continue in this manner until one team scores the winning point.

PRIZES
1st Prize - $200
2nd Prize - $150
3rd Prize - $100

MISCELLANEOUS
1. Any decision made by the organizing committee will be final.
2. Players are not allowed to wear any jewelry, accessories and watches. Ear studs are acceptable.
3. Players are advised to be in comfortable attire.
4. No footwear will be allowed during the game.
5. Girls are not allowed to wear skirts.
6. Profanities are forbidden on court. Players will be warned and will be asked to leave the game if he/she had been warned repeatedly.
7. Players are required to keep their fingernails short.
8. No violent behavior with the intention to hurt other participants and non-participants alike will be tolerated. Any intentional violence will result in instant expulsion for the player/s from the match.
9. Players are not allowed to pull the shirt of their opponents.
10. Signing on the verification slip would indicate that the whole team agrees that the score that is present on the slip at that point of time is accurate.
11. Players are advised to wear socks in the case of the sand being really hot. However, socks can only be put on before or during half time. There will be no timeout or breaks given to put socks on.
